DEVELOPMENT PARTNERSHIP

India has a longstanding and healthy development partnership with Tanzania based on mutual understanding and respect, and sense of genuine partnership drawing on the principle of South-South cooperation. The development cooperation comprises of capacity-building cooperation through technical training, grants towards support to people and setting-up centres in areas such as IT, tele-education, tele-medicine, disaster relief, Indian lines of credit for projects and supplies based on the priorities identified by the Government of the United Republic of Tanzania.

A. CAPACITY BUILDING

(iIndian Technical and Economic Cooperation (ITEC) programme

India and Tanzania signed in 1966 an Agreement on Friendship and Technical, Economic and Scientific Cooperation, within the framework of which ITEC cooperation programme has been extended to Tanzania since 1972. Starting with 24 trainees annually, the number of Tanzanians attending Government of India-sponsored ITEC courses has been increasing steadily over the years. Tanzania is presently one of the largest beneficiaries of training slots allocated under ITEC/SCAAP programmes. These courses pertain to varied areas from management skills, human resources planning, IT, entrepreneurship development, water resources, environment & climate change, sustainable development, cyber technology, health and yoga, trade and international market, English language etc. To date over 4500 Tanzanian specialists and experts have attended ITEC training sponsored by Government of India. For details visit ITEC website at www.itecgoi.in. 

Besides civilian ITEC courses, Government of India also offers training to Tanzanian Defence personnel under Defence ITEC programme.

(ii) ICCR Scholarships

Tanzanian students are eligible to avail ICCR scholarships offered by Government of India for undergraduate, postgraduate and doctoral degrees.

(iii) Scholarships offered under India Africa Forum Summit

Scholarships offered under IAFS are- CV Raman fellowship (www.indoafrica-cvrf.in), research training fellowship (www.namstct.org) of the NAM S&T Centre (New Delhi). In April 2017-March 2018, 35 Tanzanian students joined higher education degrees in India in areas like agriculture, sciences, management, water and technology.

B. GRANTS

(i) India gifted two raw cashewnut processing plants at Mtwara and Dar es Salaam in 2002. Small Industry Development Organization (SIDO) of Tanzania was established in partnership with the National Small Industries Corporation Limited (NSIC) of India, including its various facilities such as Small Industry Information Centre.

(ii) There have been support grants to Tanzania during disasters and difficulties such as the drought of May 2004.

(iii) Tele-education and tele-medicine centres under Pan-Africa e-Network.Since July 2010, a tele-education Centre for virtual learning has been operating at the University of Dar es Salaam. It offers under-graduate, post-graduate degree and diploma programmes from Amity University (Noida), University of Madras (Chennai) and Indira Gandhi National Open University (New Delhi). Separately, a tele-medicine facility was set up at the Ocean Road Cancer Institute in Dar es Salaam for offering virtual medical training and consultation facilities in Tanzania.

(iv) ICT Centre of Excellence at Dar es Salaam Institute of TechnologyAn India-Tanzania Centre of Excellence in Information and Communication Technology was set up at the Dar es Salaam Institute of Technology (DIT) with a Param High Speed Super Computer, IT laboratories, tele-medicine centre and 10 remote regional centres. This Centre was inaugurated on 27 May 2011 by Prime Minister of India Dr. Manmohan Singh. The Centre has been contributing not only to serve academic IT-related diploma and degree programmes at DIT but also for national research efforts in meteorology and DIT’s participation in international projects such as e-infrastructure, weather information system and Open Science.

(v) Laboratory equipment to Zanzibar In 2012, Laboratory equipment worth USD 100,000 was handed over to the Zanzibar Ministry of Education and Vocational Training for use by schools in Zanzibar.

(vi) India set up a radiation therapy machine ‘Bhabhatron-II’ for cancer patients at Bugando Medical Centre, Mwanza under Government of India grant support in July 2016. Cancer patients are being treated since December 2016 at the centre.

vii) India-Tanzania Centre for Excellence in ICT set up by India was inaugurated at the Nelson Mandela African Institute of Science and Technology (NM-AIST) in Arusha in July 2016.

(viii) Kagera Earthquake Relief- The Government of India contributed a sum of Tsh. 545 million (USD 250,000) for relief following earthquake in Kagera on 10 September 2016. High Commissioner handed over India’s contribution to the President of Tanzania at the State House in Dar es Salaam. Tanzanian President Dr. John P. Magufuli acknowledged the contribution as reflective of the brotherly relations between the two countries and conveyed his gratitude for India's solidarity and contribution towards relief to the affected people.

(ix) 131,000 secondary school books for Mathematics and Sciences from the Government of India for Form III to VI were received by the Minister of Education, Science & Technology and Vocational Training, Dr. Joyce Ndalichako on 10 August 2017.

(x) Under “India for Humanity” programme, an Artificial Limbs (Jaipur Foot) Fitment Camp was organized by Shree Bhagwan Mahavir Viklang Sahayata Samiti, Jaipur under GOI grant at the Muhimbili Orthopedic Institute, Dar es Salaam from 6th June 2019 - 13th July 2019 during which 551 limbs to 520 Tanzanian beneficiaries were provided free of cost.

(xi) Gift of essential medicines to Tanzania was announced during the visit of Prime Minister of India to Tanzania in July 2016. 1st tranche of medicine worth USD 1 million was handed to Minister for Health, Community Development, Gender, Elderly and Children, Ms. Ummy Mwalimu on 20 September 2018.

C. LINES OF CREDIT

(i) Supply of tractors and agricultural equipment

In October 2010, the first consignment of about 1846 tractors and other agricultural equipment (pumps, farm equipment) was supplied by Escorts, India under a Line of Credit of USD 40 million. The supplies were received by the then Prime Minister of Tanzania, Mr. Mizengo Pinda.

(ii) Transport vehicles for the Ministry of Defence of Tanzania

723 trucks and other vehicles were supplied by Ashok Leyland of India to the Tanzanian People's Defence Force (TPDF) in 2013 under a Line of Credit of USD 36.56 million. These vehicles have been deployed across Tanzania and used by Tanzanian peace-keeping forces abroad.

(iii) Augmentation of water supply of Dar es Salaam and Chalinze region

A Line of Credit of USD 178.125 million has been extended to Government of Tanzania for enhancing water supply in Dar-es-Salaam and Chalinze regions. The consultant for the project is Water & Power Consultancy Services (WAPCOS) of India. The first phase of the project (involving Dar es Salaam region) was executed by two Indian companies- V.A. Tech Wabag and Megha Engineering Infrastructures Limited. The project covered the construction of pumping facility at the Ruvu river, transmission to Mlandizi treatment facility, water clarifying & treatment plant, pumping station at Mlandizi, water transmission over 40 kms to Dar es Salaam city, construction of water reservoir at Kimara and rehabilitation of Kibamba reservoir. The project has benefited over one million people in several localities of Dar es Salaam including Kibamba, Kimara, Mlandizi, Tanita, Mbezi, Kibaha, Bagamoyo, Bunju, Boko and Peri. A portion of this project involving the Chalinze region is under implementation and is expected to be complete soon.

(iv) Extension of Lake Victoria Pipeline to Tabora, Igunga and Nzega towns

A Line of Credit of USD 268.35 million was extended to Government of Tanzania for water supply projects in the towns of Tabora, Igunga and Nzega in Western Tanzania. President of Tanzania Dr. John Magufuli and High Commissioner of India laid the foundation stone for the commencement of works of this water supply project on 24 July 2017.

The project was implemented by M/s Megha Engineering & Infrastructures Limited, L&T Constructions/Sriram EPC and Afcons Infrastructure Limited/SMC Infrastructure Private Limited. The project was completed in February 2020 and inaugurated by  President John Magufuli on 30 January 2021. This project has benefited approx 1.2 million residents in Tabora, Igunga, Nzega, Uyui and 102 villages of Shinyanga who now have access to clean and safe water.

(v) Rehabilitation and improvement of water supply system in Zanzibar

During the visit of the Prime Minister Narendra Modi to Tanzania on 10 July 2016, India and Tanzania signed an agreement for LOC of USD 92 million for rehabilitation and improvement of water supply system in Zanzibar. The project is currently under implementation by three Indian contractors- Megha Engineering & Infrastructure Ltd., Afcons Infrastructure Ltd/Vijeta projects and Larsen and Toubro Ltd.  This Project will benefit over 2,40,000 people in Masingini,Kidutani,Maungani,Dimani, Mkorogo,Dole & Mfenesini regions of Zanzibar.

(vi) Construction of water supply systemin various towns in Tanzania

India and Tanzania signed a Line of Credit of USD 500 million for water supply projects in various towns across Tanzania in New Delhi on 10 May 2018. With this, India’s total commitment in the water supply sector has crossed USD 1 billion.

Four Indian companies L&T, Afcons-Vijeta JV, Megha Engineering and Jindal Water Infrastructure have been selected to implement the project which is expected to benefit over 6 million people in 24 towns in Tanzania.
