Mr. Bishwadip Dey

High Commissioner

Mr. Bishwadip Dey is the High Commissioner of the United Republic of Tanzania. Mr. Dey joined the Indian Foreign Service in 2001. During his probation years from 2001 to 2003, he worked in the UNES Division of the Ministry of External Affairs. From August 2003 to August 2005, he was the Third Secretary of the Embassy of India in Cairo (Egypt) pursuing his studies of the Arabic Language. He served as Second Secretary at the Embassy of India in Riyadh (Saudi Arabia) looking after Political, information, and Education work and simultaneously holding the charge of Head of Chancery from Aug 2005- March 2008. Mr Dey was head of the Representative of India office at Ramallah (Palestine) from April 2008 to March 2012. From March 2012 to August 2014, he worked as Deputy Secretary and then Director (External Publicity) in the Ministry of External Affairs.

Mr Dey served as the Deputy Chief of Mission in the Embassy of India in Thimphu from August 2014 to July 2016. He served as High Commissioner of India to the Republic of Trinidad and Tobago from August 2016 to February 2019 with concurrent accreditation to Grenada, Dominica, and Montserrat. Mr Bishwadip Dey served as Deputy High Commissioner of India in the High Commission of India in Dhaka from March 2019 to June 2021. He served as Joint Secretary (External Relations & Power) on deputation to the Department of Atomic Energy, Mumbai from June 2021 to June 2024.

Mr. Dey has extensively worked on the Middle East peace process and the Arab politics. He specialises in neighbourhood politics as well as Diaspora issues. He has also dealt with nuclear diplomacy and developed expertise in this field. Mr Dey is fluent in Hindi, English, Bangla and Arabic.

Mr. Dey received his early education at Dalhousie Public School, Dalhousie, and Pitts Gomia School, Bokaro. After graduating with a B.A. (Hons.) in Political Science with a Gold Medal, he completed LLB (Gold Medal) and LLM from Delhi University, obtained Post Graduate Diplomas in International Law (Gold Medal), International Institutions, International Human Rights, Refugee Law, and Humanitarian Laws from Indian Society for International Law (lSlL) He also received Certificate from UNITAR for the course on Negotiation skills.
