INFORMATION ABOUT THE HIGH COMMISSION, REQUIRED UNDER RIGHT TO INFORMATION ACT, 2005

(i)

The particulars of its organization, functions and duties

The High Commission of India is headed by the High Commissioner and has following Wings: (i) Consular Wing (ii) Commercial Wing (iii) Press & Education Wing (iv) Administration Wing.;

The Cultural activities are looked after by the Swami Vivekananda Cultural Centre located at Plot No. 310, Masani Area near Toure Drive, Oysterbay, Dar es Salaam, supervised by the High Commission

The functions of the High Commission inter alia, include promoting bilateral relations with the United Republic of Tanzania, trade and investment promotion, development partnership, administration of ICCR Scholarships and training under ITEC Programme, cultural interaction, press and media liaison, and scientific cooperation in bilateral and multilateral contexts, extension of Consular Services etc.

The High Commission functions within the purview of business allocated to the Ministry of External Affairs under the Government of India’s Allocation of Business Rules and Transaction of Business Rules.

(ii)

The powers and duties of its officers and employees

The Powers and duties of the Officers are derived from :

  • Fundamental Rules & Supplementary Rules.
  • Indian Foreign Service (PLCA) Rules, as amended from time to time.
  • Assisted Medical Attendance Scheme Rules, as amended from time to time.
  • Financial powers of the Officers of the High Commission of India have been detailed in the Delegated Financial Powers of the Government of India’s Representatives Abroad.
  • Passport Act 1967
  • Consular Manual
  • Visa Manual
  • Ministry of External Affairs guidelines issued from time to time on Passport and Consular matters.
  • Ministry of Home Affairs guidelines from time to time on OCI and visa matters.
  • Other powers/duties are derived from (i) various guidelines & instructions issued from Ministry of External Affairs, Home Affairs and Commerce & Industry; (ii) other Ministries/Departments of Government of India in consultation with MEA.

(iii)

The procedure followed in the decision making process, including channels of supervision and accountability

Deputy High Commissioner/Head of Chancery, two Second Secretaries and two Attachés, namely: Attaché (Consular) and Attaché (Administration and ITEC), work under the supervision of the High Commissioner.

(iv)

The norms set by it for the discharge of its functions

Norms are set as per the various rules and regulations and under the instructions issued by the Ministry of External Affairs from time to time as stipulated in:

  • Fundamental Rules & Supplementary Rules.
  • Indian Foreign Service (PLCA) Rules, as amended from time to time.

There is no arrangement for consultation with, or representation by the members of public in relation to the formulation of policy or implementation. However, regular interaction is held with the representatives of various Indian communities in Tanzania.
