DEVELOPMENT PARTNERSHIP

India has a longstanding and healthy development partnership with Tanzania based on mutual understanding and respect, and sense of genuine partnership drawing on the principle of South-South cooperation. This partnership comprises of capacity-building cooperation through technical training, grants towards support to people and setting-up centres in areas such as IT, tele-education, tele-medicine, and Indian lines of credit for projects and supplies based on the priorities identified by the Government of the United Republic of Tanzania.


TRAINING

Indian Technical and Economic Cooperation (ITEC) programme


India and Tanzania signed in 1966 an Agreement on Friendship and Technical, Economic and Scientific Cooperation, within the framework of which ITEC cooperation programme has been extended to Tanzania since 1972. Starting with 24 trainees annually, the number of Tanzanians attending Government of India-sponsored ITEC courses has been increasing steadily over the years. Tanzania is presently one of the largest beneficiaries of training slots allocated under ITEC/SCAAP programmes. These courses pertain to areas such as management skills, human resources planning, IT, entrepreneurship development, managing water resources, fluid dynamics, energy, English language, etc. In the year April 2017-March 2018, more than 500 Tanzanian specialists and experts attended ITEC training facilities sponsored by Government of India. Scholarships for degree courses


Tanzania is a beneficiary of Government of India scholarships for undergraduate, postgraduate and doctoral degrees under schemes such as ICCR scholarship (azascholarships.iccr.gov.in), CV Raman fellowship (www.indoafrica-cvrf.in), research training fellowship (www.namstct.org) of the NAM S&T Centre (New Delhi). In April 2017-March 2018, 35 Tanzanian students joined higher education degrees in India in areas like agriculture, sciences, management, water and technology.


GRANTS

India gifted two raw cashewnut processing plants at Mtwara and Dar es Salaam in 2002. Small Industry Development Organization of Tanzania was established in partnership with the National Small Industries Corporation Limited of India, including its various facilities such as Small Industry Information Centre. There have been support grants to Tanzania during disasters and difficulties such as the drought of May 2004.


Medicines from India

Minister for Health, Community Development, Gender, Elderly and Children, Ms. Ummy Mwalimu received medicines worth Tanzanian Shilling 2 billion as Indian grant in Dar es Salaam (20 September 2018) in support of the efforts of the Government of Tanzania to enhance healthcare services to the people. The medicines include essential medicines, maternal & child health products, vaccines, products against infections, etc. that will be distributed by the Medical Stores Department of the Government of Tanzania.

Kagera Earthquake Relief


The Government of India contributed a sum of Tsh.545 million for relief following earthquake in Kagera on 10 September 2016. High Commissioner handed over India’s contribution to the President of Tanzania at the State House in Dar es Salaam. Tanzanian President Dr. John P. Magufuli acknowledged the contribution as reflective of the brotherly relations between the two countries and conveyed his gratitude for India's solidarity and contribution towards relief to the affected people.

ICT Centre of Excellence at Dar es Salaam Institute of Technology


An India-Tanzania Centre of Excellence in Information and Communication Technology was set up at the Dar es Salaam Institute of Technology (DIT) with a Param High Speed Super Computer, IT laboratories, tele-medicine centre and 10 remote regional centres. This Centre was inaugurated in May 2011. The Centre has been contributing not only to serve academic IT-related diploma and degree programmes at DIT but also for national research efforts in meteorology and DIT’s participation in international projects such as e-infrastructure, weather information system and Open Science.

Tele-education and tele-medicine centres under Pan-Africa e-Network


Since July 2010, a tele-education Centre for virtual learning has been operating at the University of Dar es Salaam. It offers under-graduate, post-graduate degree and diploma programmes from Amity University (Noida), University of Madras (Chennai) and Indira Gandhi National Open University (New Delhi). Separately, a tele-medicine facility was set up at the Ocean Road Cancer Institute in Dar es Salaam for offering virtual medical training and consultation facilities in Tanzania.

Laboratory equipment to Zanzibar


In 2012, Laboratory equipment worth US$ 100,000 was handed over to the Zanzibar Ministry of Education and Vocational Training for use by schools in Zanzibar.

131,000 secondary school books for Mathematics and Sciences from the Government of India for Form III to VI were received by the Minister of Education, Science & Technology and Vocational Training, Dr. Joyce Ndalichako on 10 August  2017. Speaking on the occasion, Dr. Ndalichako mentioned the priority of the 5th phase Government to promote education with particular focus on physical sciences. She conveyed her gratitude to the Government of India for providing the books which will be helpful to the secondary school children.


LINES OF CREDIT


Enhancement of water supply in Dar-es-Salaam and Chalinze


Under a Line of Credit of US$ 178.13 million, a project for enhancing water supply in Dar-es-Salaam and Chalinze regions is currently under implementation under the project management of Water & Power Consultancy Services (WAPCOS) of India. The first phase of the project has been executed by two Indian companies namely V.A. Tech Wabag and Megha Engineering Infrastructures Limited over the last two & half years. The project covers the construction of pumping facility at the Ruvu river, transmission to Mlandizi treatment facility, water clarifying & treatment plant, pumping station at Mlandizi, water transmission over 40 kms to Dar es Salaam city, construction of water reservoir at Kimara and rehabilitation of Kibamba reservoir. The project is supplying water to over 7,00,000 people in several localities of Dar es Salaam including Kibamba, Kimara, Mlandizi, Tanita, Mbezi, Kibaha and Dar es Salaam. Second phase of augmentation of water supply in Chalinze region of Tanzania involves building water treatment, transmission and supply facilities from Wami River in Chalinze region. A consortium of Overseas Infrastructure Alliance and Pratibha Industries Ltd is implementing this phase. The last phase involves the expansion of Dar es Salaam water distribution network by M/s Jain Irrigation System Ltd.

Supply of tractors and agricultural equipment


In October 2010, the first consignment of about 1846 tractors and other agricultural equipment (pumps, farm equipment) was supplied by Escorts, India under a Line of Credit of US$ 40 million. The supplies were received by the then Prime Minister of Tanzania, Mr. Mizengo Pinda.

Transport vehicles for the Ministry of Defence of Tanzania


723 trucks and other vehicles were supplied by Ashok Leyland of India to the Tanzanian People's Defence Force (TPDF) in 2013 under a Line of Credit of US$ 36.56 million. These vehicles have been deployed across Tanzania and used by Tanzanian peace-keeping forces abroad.

Water project for Tabora, Igunga and Nzega


A Line of Credit of US$268.35 million has been extended for water projects for the towns of Tabora, Igunga and Nzega in Western Tanzania. WAPCOS of India is the Project Management Consultant. President of Tanzania Dr. John Magufuli and High Commissioner of India laid the foundation stone for the commencement of works of this water supply project on 24 July 2017. It will be implemented by M/s Megha Engineering & Infrastructures Limited, L&T Constructions/Sriram EPC and Afcons Infrastructure Limited/SMC Infrastructure Private Limited.

Supply of vehicles for the Ministry of Home Affairs of Tanzania


In October 2015, first consignment was delivered out of a total of 777 vehicles and spares to be supplied by Ashok Leyland of India under a Buyers’ credit of US$29.60 million. Remaining supplies are expected in the coming months.

Rehabilitation and improvement of water supply system in Zanzibar


During the visit of the Indian Prime Minister to Tanzania on 10 July 2016, India and Tanzania signed an agreement for LOC of US $92 million for rehabilitation and improvement of water supply system in Zanzibar. The agreement became effective on 20 February 2017 and an agency for preparing DPR has been identified.

Water supply projects for 17 towns in Tanzania


India and Tanzania signed a new Line of Credit of USD 500 million for water supply projects in 17 towns across Tanzania in New Delhi on 10 May 2018. With this, India’s total commitment in the water supply sector has crossed USD 1 billion (Tanzanian shilling 2.2 trillion).
